This could be a railroad grade watch, being size 16,21j, doubleroller and doublesunk dial with black arabics and black hands and adjusted for postions and temperatures. The watch winds and runs, but not for very long; it needs a good servicing. Key time adjustment works , k ey is missing. The watch is marked 46538 inside, outside case is gold tone, and measures 3 1/4. The watch does have some wear and scratches.
